The Ministry of New and Renewable Energy has certified a list of solar photovoltaic (PV) module models and manufacturers known as the Approved List of Models and Manufacturers (ALMM) (MNRE).

Only the manufacturers of the listed solar PV models and modules may be utilised for solar projects in India, according to the ALMM regulation. These include government initiatives, programs supported by the government, projects run by the government, initiatives under government control, as well as open access and net metering initiatives.

Simply put, the list applies to government-funded utility-scale solar projects (for instance, SECI), rooftop solar (net-metering), the corporate PPA market, and government initiatives (for example, KUSUM).

Manufacturers of solar modules can have their modules or panels listed in the ALMM, both domestically and internationally. The main goal of developing such a list was to guarantee the calibre of solar panels and the dependability of the manufacturer. There are currently no overseas manufacturers listed.

Manufacturers must have a product and performance certificate from the Bureau of Indian Standards to be enrolled (BIS). The validity of this listing on the ALMM list is two years. Whereas the ALMM includes certification for the process, manufacturer, and manufacturing facility, the BIS ensures product quality certification.

By March 2022, there are no foreign manufacturers in ALMM. This will promote the production of solar modules here at home. Manufacturers and project developers must use the list. While limiting the list to domestic producers may lower imports in the solar industry, it may also make it more difficult to add the 25–30 GW needed to meet India's aim of 500 GW of non-fossil fuel generation by 2030.

Under the ALMM order, the MNRE has been periodically updating List I. Till 2022, 75 local module manufacturers with a combined capacity of more than 17000 MW were included. Now in the latest list 16 more manufacturers have been added.

ALMM new lists:

Till 2022, 75 module manufacturers were listed in the ALMM list but recently on 27th Feb 2023, MNRE released a new list with 16 new names in the ALMM list. Now India has 91 module manufacturers in the list. These new 16 players added 1000 MW of capacity in the total manufacturing capacity of India. This is a good news from the Indian market point of view as the demand is growing day by day.

Why ALMM was introduced and is it necessary?

As everyone is aware, India has set a target of producing 500 GW of renewable energy, the majority of which would come from solar. And to accomplish this, we need Indian solar cell and module producers since they will generate employment.

To attain our target of 500 GW, we must boost India's present level of cell manufacturers, which is around 3 GW.

Any projects built under government programs must use modules made by ALMM-registered companies. We can ensure the survival of Indian module producers in this way.

You must also utilise DCR (Domestic Content Requirement) Solar Modules for government subsidy programs. Any project that deviates from this standard will incur penalties and not receive final approval.
